He also serves on the PBS North Emerging Leaders Board, supporting the next generation of storytellers and artists.
Zach lives in Downtown Duluth, where he experiences the city’s challenges firsthand. A lifelong resident of the Duluth area, he understands the community’s needs and is committed to helping shape a stronger, more inclusive future for all who call it home.
Downtown is the heart of Duluth. Building a permanent residential population is a key first step in revitalizing the area. This will create a consistent customer base for new stores, restaurants, and other businesses. Also important is the modernization of the Duluth skywalk system. With better security, clear hours, and other improvements, the skywalk can once again be a valuable amenity for Duluth’s downtown.
Moder’s number one priority, if elected to the Duluth City Council, will be growing Duluth’s housing stock and advocating for better standards for renters. However, he doesn’t believe this should be done, no matter the costs. Currently, Duluth hands out tax increment financing to anyone working on a housing project. This has resulted in success stories and housing growth. However, out-of-town developers have also abused it, and the affordable housing components lack any oversight from the city. We can make meaningful change with better vetting of developers and better advocacy for local renters.
Duluth has a rich artistic heritage, and Moder is committed to ensuring that our creative community not only survives but thrives. The arts are more than just entertainment - they’re a powerful economic driver, a source of cultural identity, and a key part of what makes Duluth a vibrant place to live.
